REFUND OF MONEY AGAINST TDR FILED ON 01.06.09 HAS NOT YET BEEN RESOLVED

WHILE TRAVELLING AGAINST A VALID E-TICKET ON 31.05.09, THE RAILWAYS AUTHORITY HAD SUDDENLY CHANGED THE RAILWAYS ROUTE. I HAD TO GOT DOWN SOME OTHER STATION FROM WHERE THE ROUTE WAS DIVERTED. THE TDR HAD BEEN PROCESSED TO CLAIM FOR THE TICKET BOOKING CHARGE FOR THE BALANCE JOURNEY ROUTE ON 01.06.09. IN SPITE OF SEVERAL MAILS AND REMINDERS, THE CASE HAS NOT YET BEEN RESOLVED.

DEAR SIR,
THE TDR REQUEST IN QUESTION WHICH HAD BEEN REJECTED OUTRIGHTLY AFTER A LAPSE OF NEARLY 6 MONTHS OF FILING TDR, WITHOUT SHOWING ANY DEFINITE REASON, NEED FOLLOWING CLARIFICATION :
1. THE GROUND ON WHICH THE REQUEST HAD BEEN TURNED DOWN.
2. WHEN THE TRAIN HAD BEEN DIVERTED TO SOME OTHER TRACK, AND THE PASSENGERS HAD BEEN REQUESTED THROUGH PUBLIC ADDRESS SYSTEM BOTH AT ASSANSOL AND DHANBAD JUNCTION, WHY THE BALANCE FARE SHOULD NOT BEEN REFUNDED TO THE PASSENGER FOR THE ROUTE FOR WHICH JOURNEY COULD NOT BE TAKEN FOR THE REASON BEST KNOWN TO THE RAILWAYS AUTHORITY.
3. IF REFUND AGAINST E-TICKET IS NOT PERMITTED, THEN ON WHAT GROUND THE PASSENGERS HAVING RESERVATION TICKETS THROUGH COUNTER BOOKING WERE ALLOWED TO GET REFUND FOR THE BALANCE ROUTE FOR WHICH JOURNEY HAD BEEN CANCELLED FOR THE DAY.
4. IF REFUND WAS NOT ADMISSIBLE, WHY RAILWAY AUTHORITY DID NOT ARRANGED FOR FREE BOARDING AND LODGING FACILITY FOR THE STRANDED PASSENGERS AT ITS ACCOUNT TILL THE TIME AN ALTERNATIVE MODE OF TRANSPORTATION EITHER THROUGH RAIL OR BY ROAD UPTO THE DESTINATION COULD BE ARRANGED .
MAY I HOPE, THAT MY QUERIES WILL BE GIVEN DUE COGNIGENCE, SO THAT MY TDR FILE MAY BE REOPENED AND DEALT WITH LOGICAL APPROACH, WITH DUE COMPENSATION TO MY ACCOUNT WITH A INTIMATION TO THE UNDERSIGNED WITHIN FIFTEEN DAYS OF MY COMPLAINT LODGED THROUGH THE E-MAIL.

UNLESS, THE MATTER IS RESOLVED FULL AND FINAL WITH DUE LOGICAL APPROACH, IT WILL BE UNDERSTOOD, THAT IRCTC AUTHORITY IS FINDING OUT ITS OWN OPTION TO HARASS THE CUSTOMER AND WILL BE FORCED TO LODGE THE COMPLAINT TO HONOURABLE MINISTER OF RAILWAYS FOR HER KIND INTERVENTION AND DUE JUSTICE. I have booked a ticket with Bearing PNR No. 4245056703 in TRAIN No. 18310 from SECUNDERABAD to VISHAKAPATNAM and DOJ:12-JAN-2013. With the following Names and Age details.
As per the below details the value of the ticket should be nearly Rs 800/-. However while book the ticket through internet, amount Rs 1898/- debited from my Credit Card.
