No delivery against booked order and payment made

Dear Sir,
I had booked an order against an offer by ITBC (BAG IT TODAY)on 14-05-10.The Offer was for free sunglasses and a package of free stay for two nights three days at a hotel enlisted with them, on purchase of a puppy hash strolley-bag worth Rs.7450/- at a discounted price of Rs.5999/- only. I placed the order for puppy hash strolley bag worth 7450/- from boutiqes, by making on line payment thru credit card vide billing ID-9982622173 dated 14-05-2010.The Order was confirmed by them ON 18-05-10.It was further assured that delivery would be made with in 15 working days. But to my biggest surprise on inquiring from their help line no. 011-40502424,first they told me that the product is being arranged and shall be delivered soon.Today they told me that it has been reserved. On questioning about the meaning of this term, I was told that presently the product is out of stock, it'll be arranged soon.
I am totally disappointed with the attitude of ITBC.IF THEY ARE NOT HAVING PRODUCTS IN STOCK,WHY THEY ARE BOOKING ORDERS AND ACCEPTING PAYMENTS? Moreover they are not Retailers,They are a media people and should not go in for any promo-shopping for product which they can't supply in time.
I hope my matter shall be considered judiciously and resolved.

Cheating by INDIA TODAY GROUP

I have made a purchase of 32" LG make LCD TV vide booking ID 880142917 on 31st July'10 getting lured into their offer of 1 Lac gold "free" box with Booking ID 880142445. I have made a payment of Rs.31,499 and Rs.598 respectively for the both items.

When contacted them for the delivery of their stipulated period of 10t0 12 "working days", they kept on sending "apology" replies without confirm the date of dispatch or with a firm date of delivery.After getting frustrated with such replies, I had asked for a refund of the money, for which, after a long "apology" letters, they have agreed to process the "refund". When asked them for a time frame for refund, after a series of " apology" mails, they have confirmed that refund would be effected after 22 to 28 "working days". Since I have made the payments throuth the credit card, my bak is charging me interes @ 3.5% per month. TILL DATE I have not received my refund nor I received Gold" gift Box.

It has been a story of utter frustration for me.

Can anybody suggest me a forum like consumer court?

ZPlesa somebody help me getting my money back.
